A Public Records Request showed no county, let alone two counties, ever requested Kate Brown make an executive order (EO) declaring an emergency based on“…14 presumptive cases of COVID-". Where were the 14?
Many Oregonians feel like they been living in a Kathy Bates Misery movie or Kate acting like some kind of strange Munchhausen by Proxy mom seeing this thing everywhere, but in Oregon it was only 14 presumptive cases out of 4.2 million population.
The governor’s office has no record of two counties declaring an emergency and asking Kate for help.

a reason Kate in violation of the wording and spirit of the Oregon Constitution
Article IV Section 21 omitted the subsections of ORS 401.165 and merely wrote “et
seq”, hoping that the indoctrination plan of the Oregon public school system
would cause Oregonians to not go and read the actual law by reading the SUBSECTIONS
of that law? Subsections in law are everything. So what does "et seq" mean?
“…shorter
and easier…” for who? Certainly, not the public reeling from the actions of a
governor whose reign will go down in infamy as the worst governor in the nation. Kate herself themed her
governorship: “Revenge is a dish best served cold and slowly”. She did that sometimes on TV unable to hold back her smile as she ordered the masking of children.
Per Oregon law ORS 401.165 a state of emergency is confined to geographic areas of the state not the whole state. Below is a legal declaration Kate did in 2020 in regarding a “severe storm” one based in three counties, this was prior to the illegal COVID one she did:
When Kate up-dated her webpage about the March 8, 2020 executive order declaring an emergency, she names no counties even though in the body of the order she mentions two counties without naming them:
The governor’s office says they have no record of those two counties. To pour on the fear, Kate’s gaslighting in her EO is filled to the brim with the media reports on the global and national situation.
But that is not Oregon law, to use Oregon law based on what’s going on in India, Italy, etc is a violation of Oregon Law. Doesn’t matter nationally, Trump declaring a national emergency has no power over the laws in the state of Oregon. President Trump couldn’t send the national guard into quell the violence in Portland thus his national emergency doesn’t repeal states’ rights. But Kate used all of those to put fear into the public.
March 8, 2020, Kate started her destruction of Oregon lives, businesses, kids and the elderly. By March 23, 2020 Kate began freewheeling orders like an angry school teacher scolding and threatening her class.
Most Americans were raised in government public education schools, but the unintended consequence of Kate Brown’s shutdown was Oregonians started self-educating while still meeting in community, in person, mask free.
Kate’s latest orders to Oregonians “no cuddling” hasn’t worked. Oregonians each weekend have come out more and more to have fun. The laughter, the goodwill has been noted. Oregonians have come alive again even in parts of Portland. Kate’s Monkey Pox move, using “…men who have anal sex with men…”, her gaslighting attempt to put fear once more into the population isn’t even on their radar. Masks are nowhere to be seen in these happy crowds enjoying life.
Meanwhile a Public Records request to find out what OHA (Oregon Health Authority) Patrick Allen told Kate Brown in the eight days before her August 8th Press Release about “…no cuddling…” is still “under review”.
Inquiring minds want to know if OHA Patrick Allen told Kate Brown to tell straight couples “…no cuddling…”?
That simple Public Records request seven days later is still “under review” at the governor’s office, the office where no one is answering the phone.
