The 2021 Coup Recall of MCRP Chair Stephen Lloyd was null & void with MCRP recall by-laws being violated, thus Joseph Whitcomb, current illegimate chair, had the current MCRP by-laws crafted to give Joseph a dictatorial role by opting out of 25 ORS laws governing Oregon's two major political parties. Only theater has been going on since May 2021.

Opinion piece, by TPNW editor and as a current elected Republican precinct committee person (PCP) in Multnomah County, Oregon. The configuration of the county party is a private club since the 2021 coup, the MCRP "party" did not post in 2023 publicly to Republicans in the county that there were over 1000 PCP slots needing to be filled via the May 2024 primary. Thus, the club only has about 150 PCPs. They claim MCRP candidates only lose because of election fraud when the "leaders" do even try to fill the over 1000 PCP slots. PCPs are working members who would do GOTV to get their neighbors who elected them to vote in the primary and generals ballots.

Former MCRP chair, Stephen Lloyd had a recall action taken against him a month into office for making statements about "being inclusive" and having "open meetings." Thus, Joseph Whitcomb and Judy Masterson, and their group headed up the recall, and hired the Proud Boys to keep witnesses supporting Stephen Lloyd from getting inside the building where the meeting was held. The editor has video evidence of the Proud Boys doing that. That alone, that physical intervention, the physical plan for the Proud Boys to keep out Stephen Lloyd's witness should have ended the recall then and there. Using threats violated the MCRP by-laws.

 

 Reviewing the Multnomah County Democratic Party by-laws regarding their recall process makes it clear only for the issues of "gross misconduct" and "neglect of duty" are the only two causes for a recall and with that move the ones bringing the recall must "present their evidence". "C. At the Central Committee meeting, the Petitioners will present their evidence of gross misconduct or neglect of duty. The subject of the recall will have the opportunity to answer the charges." 

In MCRP the current illegitimate mushy flexible by-laws state: "The petition must identify who is being recalled and state reasons for being recalled." These Republican county by-laws are not crafted in terms of due process or the Bill of Rights.

Thus by opting out of 25 ORS laws a lot of monkeying around can go on, thus how MCRP is now only a private non-profit corporation with the "leadership's" own set of flexible by-laws.

The ORS 248 law was set up for PCPs to represent their neighbors to their county party, however, in six years of observation, MCRP PCPs were never even asked, "Hey,what work do your Republican neighbors want the Multnomah County Republican Party to under take?" 

 If Joseph and Judy had not opted out per ORS 248.007 of 25 ORS laws then under ORS 248.029(2) only Republican voters, a PCP's Republican neighbors in a PCP's precinct could take recall action.  

 

This then speaks to the mind-set of those wanting to have power in a county party by making hay via opting out of 25 ORS 248 laws

With Joseph and Judy the recall action commenced against Stephen Lloyd right after the very first meeting in his term as chairman.

The free for all emotional yelling chaos commenced 2021 then continued for three years at their secret meetings where PCPs were told not to come while the Proud Boys were most welcomed to not only attend, but to also speak.

From May 2021 onward the verbal slapping and yelling at each other like high school kids in a cafeteria commenced and continued in public at Elmer's Restaurant as MCRP lost their office and had no where to meet. .

 Dan Tooze is vice-chair of the Clackamas County Republican Party. Clackamas opted out of those 25 ORS laws as well: "Except as
otherwise provided by these Bylaws, it is not the intent of the Clackamas County Republican Central Committee to conform with ORS 248.012 to 248.316, as amended." As well their by-laws are vague as to what would constitute a recall petition.

  That's kind of embarrassing the Democrats define acts for which one can be recalled as being "gross misconduct" and/or "neglect of duty" requiring "evidence", but two of the largest Republican Party counties in Oregon do not have such parameters. 

 With the opt out of 25 ORS 248 laws Joseph can be as flexible as he so desires or be inflexible if he so desires.  If Joseph wants to let PCPs know a meeting is scheduled he will or will not based on his desires. 

If he and Judy decide not to recruit from the general Republican population in the county they don't have to do so because they opted out of that ORS law, thus the reason they never sent out an email announcing that the filing date had opened in September 2023? 

There are over 1000 open slots for PCPs and MCRP only has about 150 PCPs, yet they did NOT announce the filing date was open to run for PCP offices. They don't have over a thousand PCPs who could go do GOTV.  They lose then claim it only because of rigged elections in Oregon. The current End Vote by Mail has no strategy as to how they believe 2 million voters are going to vote for their petition if they were to get enough signatures for it to go on the ballot. There are only 741,000 Republicans. 

At the November 2024 Multnomah County Republican Central Committee meeting:

Delegate Dick Courter made "Points of Order" at the November 2024 meeting not realizing that the opting out of 25 ORS laws gave Joseph the flexibility to say yay or nay to whatever he desired, including how his slate was "nominated" by the "nominating committee" because as Joseph stated at the meeting, "The MCRP by-laws provide minimal guidance on the Committee's procedures...".  Joseph went on laughingly it appears in how the minutes read, with Joseph adding, "...though it is understandable that some may feel excluded from consideration for office based on these qualifications." Then the minutes read about Dick's other Points of Order, "The Chairman saw no reason to address the other Points as he already judged the previous ones as "not well taken"..."  Dick Courter, a very long time involved Republican who had been a delegate in the county party, Dick was thus, summarily dismissed (Dick in the red cap).


Then Joseph went on to summarily dismiss Republican, Tim LeMaster, from being nominated for Chair again using that same flexibility that they had opted out of 25 ORS including the one Tim brought up at the meeting, ORS 248.035(1)(b).

  Joseph, however, instead of telling the truth that he opted out, Joseph blamed the Oregon Republican Party (ORP) stating since ORP opted out he had to opt out. That's not what the law states. There is no ORS law that state's that the ORP by-laws are simply the by-laws all counties must abide by. Every county has different by-laws.

Because of the all opting out then Robert Rules of Order can or cannot be followed based on Joseph's feelings and frame of mind in any moment. The last meeting I attended the editor attended as an elected PCP, taking the floor calling for a Point of Order, Joseph simply ended the meeting.

Because of fear, dating back to before the editor became a registered Trump Republican in 2018, fear drove MCRP officials into hiding, into not inviting Republicans to meetings to watch county GOP officials in person, thus all we are left with is essentially a group acting like a high school cliche, a very private club with lots of shouting going on. 

Judy Masterson, the MCRP Treasurer, in her November 2024 budget report, it shows MCRP was fined $300.00 by ORESTAR. Thus, Judy's happy news announcement at a previous meeting of having found a way to not be audited perhaps was incorrect?

My opinion, continues from 2021 that this is an illegitimate county party with Joseph Whitcomb as "chair" per the violations of the by-laws in May 2021. That recall was null and void. What Joseph and Judy did out of that event regarding the by-laws, they had to come clean in the November 2024 minutes telling the central committee PCPs that they opted out of 25 ORS laws that govern a major Oregon Political Party, thus giving them whatever flexibility the "leader's" heart desires.


The question becomes how many times will people be fooled before they've had it?

What will make them start reading the by-laws along with reading the ORS laws to determine if there are any shenanigans going on in people's county political parties?

Odd as well out of the unfolding story since 2016 was, why were the Oregon Republicans NOT following Dennis Richardson's win in 2016 where he got over 250,000 non-Republican votes to win. Dennis was a man of deep faith whose entire platform was on finishing audits on government agencies that allowed harm to children. 

Richardson's win was the strategy Trump did in 2024, too big to rig. Instead the current Republican leadership take is that Republicans always lose because it is all fixed that the Republicans would win everything if there was no mail-in voting. 

There has been no Republican leadership strategy presented of how they plan to get 2 million non-Republicans to vote for a Republican candidate? Republican voters only total 741,000.

Dennis Richardson had the winning strategy. And like Trump, Dennis kept his promises and finished the audits in 2019 which along with Trump's law enacted on October 1, 2019 was the reason for the 2020 Covid Coup. It is all about the children. The Oregon Republican leaders don't seem to have liked Dennis Richardson, the only Republican candidate in 2016 who won.  Most of them didn't like President Trump either.

Between the RINOs and the Proud Boys, regular Republican Oregonians are fed up with both groups.

It's like Oregon needs a Trump Party of Constitutional and Bill of Rights members. 

Trump is the president of all Americans. Trump punched back at Republicans and Democrats who had power who used it corruptly. 

Trump didn't attack regular common folk American citizens.

 Multnomah County and Clackamas County Republican Parties are not Constitutional or Bill of Rights entities, instead merely a non-profit corporation private club who opted out of 25 of the 248 ORS laws, to run MCRP with the corporation's leaders crafting the by-laws for the greatest flexibility to suit them, is the opinion of Truth in the Pacific Northwest's editor.
