The first visit on December 30th, the receptionist had two of her dogs at work (not service dogs). That receptionist answered to the question of how many licensors cover Clark County stated, "Lots." But didn't know the number because she thought they are spread across three different offices in Vancouver. My letter was left for the supervisor & regional manager, Maggie O'Connor. LBGTQ flag hung prominently in the entry way foyer. No American flag.
Regional 5 & 6 manager Maggie O'Connor, a former child daycare center provider, answered her phone. Maggie had no knowledge of the letter left for her on the 30th. Maggie emphasized the agency could only monitor based on federal law, but could not identify such a law, but that it was on the DCYF website. No federal law found on that website. DCYF only does one mandated monitor visit a year per what Maggie shared. Maggie confirmed there are only four licensors out of the Vancouver office.And that, no, DCYF will not conduct an investigation on fraud concerns in Washington State similar to what was seen in Minnesota, only will investigate complaints that have a name attached to a complaint made to the CPS Hotline.
CPS hotline confirmed no referrals are logged into the system except those that have a specific name attached to the complaint. Ombudsman's office in Olympia cited as an agency to file a complaint with, but they also only investigate per name identified.
AG Nick Brown wrote -“We are in touch with the state Department of Children, Youth, and Families regarding the claims being pushed online and the harassment reported by daycare providers,"
Brown did NOT make a statement that he was in contact with DCYF to discuss possible fraud cases and to do monitor visits, now.
The Rabbit Hole went deeper and deeper as TPNW merely tried to ascertain or confirm that the state of Washington acts on potential fraud complaints happening in the state. In trying to profile Nick Brown the information came up via AI that Nick has a close relationship with Perkins Coie, the Seattle law firm involved with the Hillary Clinton Steele Dossier Russia-Gate Hoax Coup attack on President Donald J. Trump. Launched in 2016.
The Rabbit Hole keeps getting deeper. Calling the Office of Fraud and Accountability (OFA) to find out who the director is over OFA, was a crickets outcome. Even the person answering the phone at the AG's office couldn't locate that person's name. The DSHS Fraud Division director is a ghost.
The AG employee was helpful and took notes to pass on to Nick Brown, on my history of stopping fraud in the late 90s in the Vancouver area with the then Russian speaking refugee population where the second wave out of Ukraine and Georgia included organized crime gangs. When I went out and did massive monitoring in just two days it was shown they had no daycare children and it was a scam via the Food Program. Most quit on the spot once they knew the plot had been exposed. The one who did not the state took legal action and revoked her license.
AG duties under law are clear that AG must provide legal guidance to DCYF for the government employees to do their job under law.
When I worked as a child care licensor/investigator for thirteen years the Attorney General's office trained us on the law including what causes the state of Washington to lose cases in court where children have been hurt or died under state custody including in daycare. I still have those training materials.
The 1995 "paramount" duty of the state to protect children law was never implemented, and by the late 90s, particularly as more daycare providers became government employees, the turn came to make licensing as an agency that "supports" providers. The state under the guidance of Attorneys General simply blew off the 1995 RCW 74.15 that was a SHALL and a MUST to protect children over anyone's right to be granted a license. The unelected state managers with the help of the AG's office, it appears, buried the "paramount" law, about four layers deep. "Paramount" is still there, but you're going to need a shovel to excavate from where they hid it. Look at the DCYF priorities today. Nothing about children. In Texas Hold 'Em that would be a TELL.
AAG Kent Liu, deposing me for the All Hours Daycare Case in 2016 asked what made me an expert about the child care licensing law. Well, our AAGs trained me, including how it is that licensing loses cases in court. How did the AAG not know the law?
When Ross Hunter, the head of licensing in 2017 saw that I was the expert witness on the case, Ross quickly offered a settlement to those four little ones sexually abused in daycare.
Now none of the child care licensing government employees including the clerk and supervisor are working out of the Vancouver DCYF office.
The DCYF Administrative Policy of "Protecting Privacy and Confidential Information" is a joke in Washington State and Oregon.
In Oregon one enterprising citizen neighbor invited into a caseworker's home easily took pictures including from the living room window on an open confidential child file on one side of the employee's lap top. The other side? Her bong. These private homes are now government agency buildings where we the people have a right to access them for services. A Rabbit Hole, indeed. It's Franz Kafka insane.
If none of the many Washington State government agencies are going to do their investigative duties to look at the fraud complaints, that are likely occurring within the Somali community and if employees are still at home not working, then the Trump Administrative, indeed, needs to stop all federal monies to Washington State and Oregon.
